Vehicle Registration
A driver’s license identifies who may drive; registration identifies the vehicle’s California operating record. Title addresses ownership; insurance and, when required, smog certification are separate conditions affecting registration. Buying and Selling Vehicles
A private California vehicle sale is not finished merely because money and keys change hands. The buyer must apply to transfer ownership within 10 days; the seller must send a Notice of Transfer and Release of Liability within five calendar days. A correctly endorsed title, any lien release, applicable odometer disclosure, smog evidence, fees, and use tax may be needed. The seller’s notice does not replace the buyer’s transfer. This lesson also distinguishes dealer-assisted registration from private-party paperwork and shows how to check the vehicle and transaction before payment.

Out-of-State Vehicles
An out-of-state vehicle ordinarily needs California registration within 20 days after its owner becomes a California resident or accepts a California job; other regular-use circumstances may also trigger registration. The process can require REG 343, ownership and prior-registration evidence, vehicle verification, emissions compliance, insurance, and fees. A California resident’s recently acquired 49-state vehicle with fewer than 7,500 miles may be refused registration unless an exception applies. Distinguish a newcomer’s car from an out-of-state purchase or temporary nonresident visit.
