A California Class C instruction permit is the supervised-learning stage for a new driver. Every applicant must complete the appropriate application, establish identity and residency, pay the application fee, and satisfy vision and knowledge requirements. Applicants under 18 have additional age, driver-education, parent or guardian, permit-validation, and supervised-practice rules. Receiving the paper permit is not always the same as being allowed to begin practice driving.

California uses a graduated licensing system for drivers under 18. A minor’s instruction permit authorizes practice only with qualified supervision and never allows solo driving. After the teen earns a provisional license, the first 12 months include nighttime and young-passenger restrictions, subject to narrow necessity exceptions supported by signed documentation. Parent or guardian consent also carries financial responsibility and may be withdrawn.

California’s provisional licensing path uses three complementary learning components. Driver education teaches laws, risk recognition, and safe-driving principles. Professional driver training develops behind-the-wheel skills with a qualified instructor. Supervised family practice builds experience across many trips and conditions. For a minor, completing one component does not replace the others: the certificates, six professional training hours, and 50 supervised practice hours must each be handled correctly.
