Virginia CDL Virginia Hazardous Materials H and X Endorsement Process

H authorizes placarded hazardous-material operation; X combines tank and HazMat authority. Both require the correct base class, age 21, medical qualification, applicable knowledge tests, TSA eligibility, and compliance with restrictions.

A first-time H applicant completes the HazMat theory portion of ELDT through a provider on FMCSA's Training Provider Registry before taking Virginia's H knowledge exam.

Virginia's HazMat knowledge exam cannot be taken with a translator, in another language, or orally. An out-of-state H is not automatically transferred; the applicant must satisfy Virginia's current knowledge and verification requirements.

Virginia lists a nonrefundable $83 fingerprint-based background fee. A valid verifiable TWIC may qualify for comparability with a reduced $41 fee, and the endorsement cannot outlast the accepted TWIC or TSA eligibility period.

Virginia describes the HME security result as valid for up to five years and sends renewal notice approximately 90 days before expiration. If HME expires before it is removed or renewed, the CDL may be cancelled until corrected.
