Virginia CDL Virginia Farm Exemptions, Covered Farm Vehicles, IRP, and IFTA

Virginia identifies emergency-vehicle operators, active-duty military personnel operating military vehicles, qualifying farm-vehicle operators, and persons operating recreational or rental moving vehicles only for personal use as outside ordinary CDL requirements when every listed condition is met.

The farm vehicle must be used by farmers to move farm goods, supplies, or machinery to or from the farm, within 150 miles of the farm, and not as a common or contract motor carrier.

A Covered Farm Vehicle must be properly identified, operated by the farm owner, ranch owner, employee, or family member, used for agricultural commodities, livestock, machinery, or supplies, not for-hire, and not transporting placarded hazardous material. Interstate radius rules depend on weight.

CDL qualification, IRP apportioned registration, IFTA fuel-tax licensing, UCR, operating authority, and trip permits solve different legal problems. A CDL exemption does not automatically exempt the carrier or vehicle from every registration, tax, weight, or safety requirement.

Virginia Motor Carrier Services and its current IFTA and IRP guidance control applications, credentials, decals, returns, records, and trip-permit procedures. The application should link these live sources rather than hard-code a carrier transaction that may change.
