Virginia CDL Virginia ELDT and Troops to Trucks Waiver Programs

ELDT applies to a first Class A or B CDL, a Class B-to-A upgrade, and first P, S, or H authority. Class A, B, P, and S require applicable theory and behind-the-wheel training before skills; first H requires theory before the knowledge exam.

Virginia verifies ELDT completion electronically before testing. A certificate carried by the applicant does not replace a missing Training Provider Registry record.

A Virginia resident serving in the Guard, Reserve, or active duty, or discharged within the last 12 months, may qualify when the command certifies two years of safe operation of a representative military vehicle. The ordinary program waives the skills test, not every knowledge or endorsement requirement.

Qualified military drivers who also held an approved military occupational specialty within the last year may use Even Exchange with the skills waiver to receive a knowledge-test waiver. Approved MOS coverage is specific; military experience by itself is not automatic eligibility.

Waiver applicants still satisfy Virginia residence, license eligibility, identity, medical, application, age, restriction, TSA, and endorsement requirements that the approved waiver does not expressly remove.
