Use the current form as the controlling chart
The current DL-11CD (8-25) form resolves an internal error in the PUB 223 page 1-9 table. Use NI for Non-Excepted Interstate, NA for Non-Excepted Intrastate, EI for Excepted Interstate, and EA for Excepted Intrastate. Do not copy the mismatched labels from the handbook table into an application. Select exactly one category that describes the operation actually performed or expected.
NI and NA require medical certification
NI covers non-excepted interstate transportation and requires a Medical Examiner's Certificate received by PennDOT; the driver must be at least 21 for this interstate operation. NA covers non-excepted intrastate transportation and also requires the certificate. NA places a K intrastate restriction on the record. Most ordinary commercial freight or service operations fall into a non-excepted category.
EI and EA are defined exceptions
EI and EA do not require a federal Medical Examiner's Certificate for the specifically listed excepted operations. EI is interstate; EA is intrastate and adds a K restriction. Excepted does not mean a driver may choose to skip medical certification. The operation must fit a listed exception. Pennsylvania school-bus physical requirements can still apply even where DL-11CD identifies an excepted medical category.
Medical results move electronically
DL-11CD states that required medical examination results and restriction information are transmitted from the National Registry directly to PennDOT. A driver should schedule the examination early and verify the state record. If the driver changes from excepted work to an operation requiring a medical card, a new DL-11CD and current medical qualification are needed before beginning the work.
Classify the commerce before selecting the code
Interstate includes travel across state lines and in-state transportation that forms part of an interstate or foreign movement. Intrastate means the transportation does not meet an interstate definition. Then decide whether a listed exception applies. Finally select the matching code. This commerce-first method prevents confusing NA with EI or treating the K restriction as proof that no medical certificate is needed.
