Pennsylvania CDL Skills-Test Rules

Pennsylvania testing sites do not accept trailers over 102 inches wide or combinations over 75 feet long. Contact the Driver License Center if a larger vehicle raises site-access questions. The vehicle must represent the class and equipment sought. Components may not be marked or labeled as memory aids for the inspection test.

Vehicles operated on a CLP during the skills test must be empty. A placarded HazMat vehicle will not be tested while displaying placards. A tank previously used for hazardous materials must be empty and purged; the manual requires documentation and states that purging must occur before testing and within 72 hours. After acceptance, placards must be covered.

The required sequence is Vehicle Inspection, Basic Vehicle Control, then On-Road Driving. The applicant must pass each stage before continuing. Inspection covers safety-critical internal, brake, lighting, engine-area, axle, wheel, suspension, side, rear, passenger, school-bus, and combination items that apply to the test vehicle.

Pennsylvania's modernized basic-control test uses four exercises in sequence: forward stop, straight-line backing, forward offset tracking, and reverse offset backing. Each has boundary, stopping, pull-up, exit, and final-position rules. A driver should learn the scoring rules instead of memorizing only the cone pattern.

The examiner scores traffic checks, speed, lane position, signaling, turns, intersections, expressway use, railroad procedure, stopping and starting, clearance awareness, and general control. A technically correct maneuver can still lose credit when observations or communication are missing. School-bus applicants must also demonstrate the required student-discharge procedure.
