Pennsylvania CDL Records, Hours, IRP, and IFTA

A CDL holder must maintain accurate license, medical, conviction, and employment-history information. The carrier separately maintains operating, qualification, hours, vehicle, and tax records. Giving a conviction notice to an employer does not replace a required notice to PennDOT, and keeping a medical card image does not guarantee that the PennDOT record is certified.

The manual summarizes federal property-carrier limits of 11 driving hours after 10 consecutive hours off and the 14-hour on-duty window, plus the applicable break rule. Passenger carriers use a 10-hour driving limit after 8 consecutive hours off and may not drive after 15 hours on duty. Drivers must use the current federal rule and applicable exceptions because operational details can change.

IRP apportions registration fees for qualifying interstate vehicles. IFTA provides a base-jurisdiction system for reporting and distributing motor-fuel use taxes. The registrant or licensee must display proper credentials, report jurisdictional distance and fuel accurately, pay required amounts, and make supporting records available for audit.

The Individual Vehicle Distance Record should capture trip dates, origin and destination, routes, beginning and ending odometer or hubometer readings, total and jurisdictional distance, and the power-unit or VIN identifier. Fuel documentation should include the purchase date, seller, quantity, fuel type, price, vehicle identifier, and purchaser. Record state or province crossings rather than reconstructing them months later.

Pennsylvania's manual states that original IRP and IFTA supporting records must be maintained for at least four years. Incomplete records can cause estimated liability, penalties, audit findings, or loss of credentials. Keep receipts tied to the correct unit and trip, preserve corrections, and verify that electronic systems export the fields an auditor needs.
