Pennsylvania CDL Endorsements and Restrictions

T covers doubles and triples, N covers qualifying tanks, P covers passenger vehicles, S covers school buses, H covers placardable hazardous materials, and X combines tank and HazMat authority. The base class answers only the rating and configuration question. A school-bus driver normally needs both passenger and school-bus authority, while a driver hauling placardable material in a qualifying tank needs the combined authorities represented by X.

P is tied to a vehicle designed for 16 or more persons including the driver. S is tied to a school bus designed for 11 or more including the driver. The tank knowledge test applies to a permanently mounted cargo tank rated at least 119 gallons or a portable tank rated at least 1,000 gallons. H and X require age 21, the knowledge test, federal security-threat assessment, and recertification every four years.

E prohibits manual-transmission CMVs after an automatic-only test. L prohibits air-brake vehicles; Z prohibits full-air-brake vehicles. O limits Class A tractor-semitrailer operation when the qualifying fifth-wheel configuration was not used. M and N limit the bus classes available under a passenger endorsement. K restricts operation to intrastate commerce.

Pennsylvania restriction S limits the driver to school buses in the class shown on the license or a lower class. It is separate from endorsement S even though both use the same letter in different fields. The application and user interface must label one as an endorsement and the other as a restriction so a learner does not mistake school-bus authorization for an operating limitation.

Before accepting a trip, check the base class, every endorsement, every restriction, the driver's age, self-certification, medical status, and vehicle equipment. Passing H does not grant tank authority; passing N does not grant HazMat authority; Class A does not remove passenger testing; and a school-bus endorsement does not override class or school-bus certification limits.
