New York CDL New York Military, School Bus Only, and Transit Bus Only Programs

A qualifying active servicemember, New York National Guard member, or recently discharged applicant may request waiver of the CDL skills test with CDL-102. The applicant must have qualifying recent military CMV employment, at least two years operating the same class and type, and a satisfactory driving history. All other CDL requirements remain.

The military waiver does not waive required knowledge tests, permit and license fees, medical qualification, ELDT when applicable, HazMat security review, or passenger and school-bus qualification. The applicant presents the prescribed license, medical evidence when required, service evidence, and completed certification.

The FMCSA School Bus Only program waives the engine-compartment portion of the vehicle inspection test for eligible applicants. The resulting CDL receives K intrastate-only and S1 School Bus Only restrictions. The driver still completes the remaining knowledge, ELDT, inspection, control, and road requirements applicable to the limited credential.

The Transit Bus Only program similarly limits the waived inspection component and produces K intrastate-only and T1 Transit Bus Only restrictions. It is not the doubles/triples T endorsement. Removing K and T1 requires the prescribed full permit, test, fee, and representative-vehicle process.

The limited federal exemptions are time-bound. The CDL-10 warns that a credential with S1 or T1 may not be renewable after the exemption expires unless the driver completes the full requirements. A driver who needs broader authority should plan the full test before the restricted credential or exemption becomes unusable.

Apply the rule to the exact New York vehicle, credential, date, trip, applicant, test stage, and operating facts. Current NY DMV pages control time-sensitive procedures; CDL-10 controls the tested safety material unless a newer official notice expressly changes it.
