This commercial driver study guide covers relevant Federal Motor Carrier Safety Administration (FMCSA) Entry-Level Driver Training (ELDT) concepts and New York commercial driver knowledge topics. Review the regulations, procedures, and safety checklists below as part of your CDL and commercial learner permit (CLP) preparation.
IRP and IFTA
IRP apportions registration among jurisdictions, while IFTA consolidates fuel-use tax reporting through the base jurisdiction. A qualifying interstate power unit can require both programs. The cab card, IFTA license and decals, CDL, medical status, permits, and carrier authority are separate credentials and none substitutes for another.
Record retention
New York CDL-10 directs carriers to keep IRP mileage records for six years and IFTA mileage and fuel records for four years. Trip dates, route, jurisdiction distance, vehicle identity, odometer or distance records, and fuel evidence must support the filings. An invoice alone is not a complete distance record.
Triple trailers
New York issues or recognizes the T endorsement for doubles and triples knowledge, but triple-trailer combinations are not allowed on New York highways. The endorsement can permit triple operation only in a jurisdiction where triples are legal and where every vehicle, route, weight, and carrier rule is satisfied.
Tow-truck endorsement
New York uses W for tow-truck operation. The current MV-500C chart also describes the February 2026 transition allowing existing Non-CDL C holders to place specified farm and tow endorsements on Class D or E at their next transaction. The driver must use the current chart for the credential class and endorsement actually printed.
Farm-HazMat and current chart
The manual identifies a New York Farm-HazMat Z endorsement, while standardized CDL restriction Z means no full-air-brake CMV after an air-over-hydraulic test. These are different contexts. The current credential, application, vehicle, cargo, and MV-500C definitions must be read together to avoid treating one code as the other.
Exam focus
Apply the rule to the exact New York vehicle, credential, date, trip, applicant, test stage, and operating facts. Current NY DMV pages control time-sensitive procedures; CDL-10 controls the tested safety material unless a newer official notice expressly changes it.
Commercial Driver License Exam Readiness: Achieving a passing grade of 80% or higher on state DMV commercial driver knowledge exams requires mastery of federal vehicle inspection procedures, gross vehicle weight ratings (GVWR / GCWR), braking mechanics, and road safety regulations.
