New York CDL New York Hazardous Materials Endorsement Process

H authorizes placarded hazardous-material operation; X combines HazMat and tank authority when both are required. The correct base class is still selected from vehicle weight and configuration. New York requires the driver to be at least 21 and medically qualified in an eligible non-excepted category for ordinary HazMat authority.

A first-time H applicant completes registered-provider HazMat ELDT theory before the state knowledge test. New York administers the HazMat knowledge test only in English. Renewal and transfer rules can require another knowledge test; training completion, test passage, and security approval are independent gates.

Applicants provide fingerprints for federal TSA and New York criminal-history checks and complete the required HazMat application process. A temporary, interim, or final disqualification can prevent issuance even when the knowledge test was passed. An out-of-state H or X endorsement does not bypass New York's process.

The threat assessment is renewed on its required cycle, generally every five years, and New York requires the HazMat knowledge test within the prescribed period before CDL renewal. Fingerprinting, background processing, medical status, testing, and the base CDL expiration should be planned early enough to avoid a lapse.

HAZ-11 (9/25) lists New York and federal offenses that can disqualify an applicant. New York's state-law list uses a ten-year lookback for the listed convictions, while federal rules include interim and permanent categories. The exact conviction, jurisdiction, disposition, date, and equivalence must be reviewed rather than relying on a general felony label.
