New York CDL New York CLP, ELDT, and Young Adult Class A Training

The applicant passes General Knowledge and every module required for the requested class, brake system, and learner endorsements. The CLP must be accompanied by the underlying New York license and is used only in the class and type of CMV shown, under direct supervision by a driver whose CDL covers the vehicle and operation.

New York extended the commercial learner permit validity from 180 days to 365 days. Federal and state procedure still require the initial CLP to be held for at least 14 days before the skills test, and a test appointment cannot be scheduled inside that interval. Expiration and any reapplication rules must be checked on the current credential and DMV page.

Entry-Level Driver Training applies before the state skills test for a first Class A or B CDL, a Class B-to-A upgrade, and first-time P or S endorsements. First-time H applicants complete the HazMat theory curriculum before the HazMat knowledge test. Training must come from a provider listed on FMCSA's Training Provider Registry and be electronically available for state verification.

A New York Class A applicant age 18, 19, or 20 must complete at least 300 hours of supervised behind-the-wheel training in addition to federal ELDT. The completed MV-44CDL is presented at issuance or amendment. This requirement is not satisfied by classroom study, simulator-only time, or the federal minimum alone.

For MV-44CDL, the supervising experienced driver must be at least 21, hold a valid Class A CDL for at least two years, meet the stated clean-record conditions, and have at least one year of commercial Class A driving experience. Each person signing hours certifies those qualifications and the hours actually supervised.
