Endorsement codes
New York uses H for hazardous materials, N for tank vehicles, P for passengers, S for school buses, T for doubles or triples, W for tow-truck operation, and X for combined tank and hazardous-material authority. The current class chart also describes M and New York farm-related endorsement treatment. An endorsement adds specialized authority but never replaces the proper base class.
Tank, passenger, and school bus
Tank authority applies when liquid or gas is carried in qualifying permanently mounted or portable tanks. Passenger work requires P, and school-bus operation requires S in addition to P and the correct class. Testing in a smaller passenger vehicle can create M or N restrictions that prevent operation of a larger passenger group.
Vehicle-created restrictions
Testing in an automatic-transmission CMV can create E; without any air brakes can create L; with air-over-hydraulic brakes can create Z; and a Class A test without a fifth-wheel tractor-trailer configuration can create O. The test vehicle proves only the equipment and configuration demonstrated. Removing the restriction requires the prescribed permit and representative skills test.
Learner restrictions
A passenger or school-bus CLP carries the no-passenger restriction except for the narrow people allowed in supervised training. A tank CLP cannot carry cargo and a previously loaded HazMat tank must be purged. A learner must remain with a properly licensed supervising driver and obey every class, endorsement, and restriction shown on the permit.
New York-only and limited codes
New York's class chart and Section 1 include state-specific codes and limited programs such as W tow-truck authority, S1 School Bus Only, T1 Transit Bus Only, A3 medical-exempt operation, and K intrastate-only operation. H and X remain subject to federal and New York security requirements; the Z farm-HazMat endorsement shown in the manual is distinct from the standardized Z brake restriction context, so the credential and program must be read precisely.
Exam focus
Apply the rule to the exact New York vehicle, credential, date, trip, applicant, test stage, and operating facts. Current NY DMV pages control time-sensitive procedures; CDL-10 controls the tested safety material unless a newer official notice expressly changes it.
