Vehicles that require a CDL
New York requires a CDL for a single vehicle with a GVWR of 26,001 pounds or more; a combination with a GCWR of 26,001 pounds or more when the towed unit exceeds 10,000 pounds; a vehicle designed for 15 or more passengers excluding the driver or treated as a bus under Article 19-A; a stretch limousine altered for nine or more people including the driver; and any vehicle that requires HazMat placards or carries a listed select agent or toxin.
Class A
Class A covers a combination whose GCWR exceeds 26,000 pounds when the GVWR or GCWR of the vehicle or vehicles being towed exceeds 10,000 pounds. The combination threshold and the towed-unit threshold must both be satisfied. Class A authority does not automatically add passenger, school-bus, tank, double/triple, or HazMat endorsements.
Class B and Class C
Class B generally covers a single vehicle with a GVWR over 26,000 pounds and may tow within the limits shown in New York's class chart. CDL Class C covers a vehicle at 26,000 pounds or less when passenger, Article 19-A, stretch-limousine, or hazardous-material conditions make it commercial. A lighter bus or limo can therefore require CDL C even though it is far below Class B weight.
Age and operating range
Applicants may qualify for Classes A, B, and C at age 18, but a holder under 21 is restricted to intrastate commerce and may not transport hazardous materials or operate a school bus. The vehicle class does not change on the twenty-first birthday; the driver must still complete any required transaction before exercising newly available authority.
Exemptions
The CDL-10 lists narrow exemptions for qualifying farm vehicles within 150 miles, specified off-road construction equipment movements, emergency vehicles, recreational vehicles, and qualifying military operation. Every condition matters: ownership or control, purpose, route, distance, cargo, and whether the operation furthers transportation. An exemption from the CDL requirement does not erase registration, safety, weight, or employer rules.
Exam focus
Apply the rule to the exact New York vehicle, credential, date, trip, applicant, test stage, and operating facts. Current NY DMV pages control time-sensitive procedures; CDL-10 controls the tested safety material unless a newer official notice expressly changes it.
