New York CDL New York 2005-System Vehicle Inspection Test Rules

New York's current CDL-10 sections 11 through 13 still describe the 2005 testing system, not the modernized four-exercise inspection/control model used by some states. Train to New York's published sequence and examiner instructions rather than importing another state's checklist or diagrams.

Federal rules allow New York's inspection segment to begin at the front, middle, or—on a Class A combination—the trailer. The applicant must know every applicable area and cannot depend on a single memorized walk-around starting point.

The CDL Vehicle Inspection Memory Aid on manual page 11-12 may be brought to the test if it has no notes or marked items; examiners also have a copy. It is an organization aid, not a script containing the required condition explanations.

Name, point to or touch, and explain what is being checked and why the condition matters. Secure the vehicle before leaving the seat, use three points of contact, never crawl under it, and follow examiner safety directions. Missing a safety-critical item or committing an unsafe act can fail the segment.

Inspection content changes with Class A, B, C, bus, school bus, tank, combination, brake system, and coupling equipment. The applicant is responsible for a safe representative vehicle and should practice on the same configuration used for testing.

Apply the rule to the exact New York vehicle, credential, date, trip, applicant, test stage, and operating facts. Current NY DMV pages control time-sensitive procedures; CDL-10 controls the tested safety material unless a newer official notice expressly changes it.
