New Jersey CDL New Jersey Entry-Level Training and Military Skills Waiver

Federal ELDT applies to a first Class A or B CDL, a Class B-to-A upgrade, and first P, S, or H endorsements. The training must come from a provider listed on the Training Provider Registry. H theory is completed before its knowledge test; the other covered training is completed before the skills test.

New Jersey's military program covers active, reserve, or recently discharged personnel who, within the previous 12 months, held a military position operating a military vehicle equivalent to a CMV. The applicant needs a valid New Jersey driver license, current or recently expired military commercial license, and command certification.

The applicant presents 6 Points of ID, proof of address, the completed military waiver form certified by a commanding officer, self-certification, and required medical status. The applicant still purchases the permit and passes the applicable knowledge and vision tests.

The waiver can support Class A or B but does not transfer school-bus, passenger, or hazardous-material endorsements. Those endorsements require their own knowledge, background, training, and skills processes after the base credential is issued.

Military equipment may not demonstrate every civilian transmission, brake, or tractor-trailer configuration. MVC reviews the application and military record to determine the class and any limitations. The final credential, not the vehicle's military description, states the civilian authority.
