New Jersey CDL Exemptions, IRP, and IFTA Boundaries

New Jersey lists limited exemptions for certain taxi and rideshare-van drivers, firefighters, rescue or first-aid vehicle operators, farmers hauling their own products or equipment within 150 miles of the farm, noncivilian military-equipment operators, off-road construction equipment, and personal recreational vehicles.

A CDL authorizes the driver. Registration, apportioned plates, fuel-tax credentials, insurance, operating authority, vehicle inspection, and permits apply to the carrier or vehicle separately. A valid CDL does not waive any of those duties, and IRP or IFTA credentials do not qualify an unlicensed driver.

New Jersey IRP generally covers qualifying interstate vehicles used in two or more member jurisdictions: a two-axle power unit over 26,000 pounds, a power unit with three or more axles regardless of weight, or a combination over 26,000 pounds. Government, restricted-plate, and recreational vehicles are listed exceptions.

IFTA generally applies to interstate qualified vehicles with two axles over 26,000 pounds, three or more axles regardless of weight, or a combination over 26,000 pounds. A valid IFTA license and two decals, or the applicable trip permit, supports travel; returns and records remain required.

A qualified carrier traveling through New Jersey without the required IFTA decal or apportioned authority may need temporary authority or a trip permit from an approved vendor. IRP mileage records and IFTA distance and fuel records must be complete enough to support each jurisdiction's allocation and tax calculation.
