Tank authority
N applies when attached tanks have an individual rated capacity over 119 gallons and aggregate rated capacity of 1,000 gallons or more. Temporary as well as permanent tanks count. The N CLP operates only with the X no-cargo restriction.
HazMat authority
H requires age 21, the HazMat knowledge test, first-time ELDT when applicable, TSA security-threat assessment, and a valid CDL. Placarding or carriage of a listed select agent or toxin can trigger H even in a Class C vehicle.
Combined X
The X endorsement shows that both tank and HazMat knowledge requirements have been met. It must not be confused with the X restriction printed on an N learner permit, which means no cargo in the tank.
Ongoing eligibility
TSA may deny or remove H based on criminal, immigration, mental-competency, or security-threat criteria. The driver must also maintain medical qualification, the correct class, shipment papers, placards, and operational compliance.
