Required authority
A vehicle designed for 16 or more people including the driver requires the appropriate CDL class and P endorsement. A school bus also requires S. An S applicant studies both Passenger and School Bus material; S never replaces P or the base class.
Knowledge and ELDT
First-time P and S applicants complete the applicable ELDT before the skills test and pass the required knowledge modules before learner authority is issued. The 14-day CLP holding period still applies.
Learner limits
A P or S CLP carries the P no-passengers restriction except for the narrowly permitted examiners, auditors, trainers, and trainees. A learner may not use the permit for ordinary passenger or student service.
Representative-bus testing
The applicant tests in a passenger or school bus representative of the authority sought. Testing in a smaller group can produce M or N restrictions, and the school-bus test adds specialized inspection, loading, unloading, railroad-crossing, and student-danger-zone procedures.
