Missouri CDL Missouri Hazardous Materials H and X Endorsement Process

A first-time H applicant completes HazMat ELDT theory before taking the knowledge test, passes the Missouri HazMat examination, and completes the TSA Hazardous Materials Endorsement Threat Assessment Program. X combines tank and HazMat authority, so the tank knowledge requirement does not replace the HazMat test or security review.

Missouri requires a HazMat applicant to establish U.S. citizenship or lawful permanent resident status using an acceptable document such as a qualifying birth certificate, passport, citizenship or naturalization record, or permanent resident evidence. Identity and licensing documents must also match the TSA enrollment record.

New and renewal applicants apply and provide fingerprints through TSA's contracted enrollment vendor. Renewal or transfer applicants are directed to begin at least 30 days before expiration. Missouri notifies the driver after final threat-assessment information is received; a full-term H or X credential requires approval.

A new driver may receive a temporary CDL without HazMat while the check is pending. An eligible renewal or transfer applicant may receive one 90-day credential with H or X during processing. The final H or X credential cannot expire later than five years after the threat-assessment date, even if another CDL term could have been longer.

The endorsement is only one part of hazardous-material compliance. The driver must still verify shipping papers, placards, package condition, segregation, loading, parking, route, attendance, and emergency requirements for the actual material. A valid H or X never excuses a violation of the operating rules.

Separate the nationally shared operating rule from the Missouri transaction rule. On an exam or at an office, apply the exact class, endorsement, restriction, document, fee, date, medical status, vehicle, and testing condition stated in the current Missouri source.
