Missouri CDL Missouri Farm Operations, IRP, IFTA, and Licensing Boundaries

Agricultural work is not automatically exempt from CDL rules. Identify the driver, vehicle owner, farm relationship, commodity or supply, distance, route, interstate movement, vehicle weight, and whether the operation is for-hire. Apply only the exemption or restricted privilege whose conditions are all satisfied.

Missouri recognizes a Farm Related Services Industry seasonal path under specified conditions. When that path validly waives commercial knowledge and skills testing, the applicant can also be outside ELDT for the waived skills-test requirement. It does not create unlimited interstate or year-round commercial authority.

The International Registration Plan apportions registration fees for qualifying vehicles traveling in multiple member jurisdictions and provides one base-state apportioned plate and cab card. IRP does not issue a CDL, approve a driver, or replace vehicle weight, insurance, authority, or safety obligations.

The International Fuel Tax Agreement simplifies fuel-use tax reporting for qualifying interstate motor carriers through a base jurisdiction. It concerns licensing, decals, mileage and fuel records, and returns; it does not grant driving privileges or excuse registration, operating authority, or hours-of-service compliance.

Even where a CDL exception applies, unsafe equipment, impaired driving, load securement failures, weight violations, and other applicable traffic or motor-carrier rules remain enforceable. A farmer, employer, or dispatcher should document why the exception applies to this driver and trip rather than assuming it applies to the business permanently.

Separate the nationally shared operating rule from the Missouri transaction rule. On an exam or at an office, apply the exact class, endorsement, restriction, document, fee, date, medical status, vehicle, and testing condition stated in the current Missouri source.
