Missouri CDL Missouri ELDT and Military CDL Waiver Programs

ELDT applies to a first Class A or B CDL, a B-to-A upgrade, and the first H, P, or S endorsement. It does not apply merely because an existing CDL holder adds N or T. A person who qualifies for a federal skills-test waiver can be outside the ELDT requirement for the waived skill path.

Training must come from a provider listed in FMCSA's Training Provider Registry. Providers post completion within 48 hours, and Missouri uses CSTIMS to query the registry. A test may be scheduled before completion, but the applicable skills test cannot begin without verification; first-time H theory must be verified before the HazMat knowledge test.

Missouri's Form 5140 route waives the driving skills test for a qualified active-duty or retired service member. The person must have been regularly employed within 90 days before application in a job requiring CMV operation and have operated the military commercial vehicle for at least 60 days during the immediately preceding two years. Required knowledge exams still apply.

Form 5800 can waive both knowledge and skills tests for specified military occupational ratings: Army 88M, 14T, or 92F; Air Force 2T1, 2F0, or 3E2; Marine Corps 3531; or Navy E.O. The service and representative-vehicle history must meet the current form and Missouri eligibility review.

Even Exchange does not waive the HazMat knowledge/security path or the knowledge and skills tests required for a school-bus endorsement. The applicant still provides identity, domicile, medical, driver-record, and other licensing documents and pays applicable credential charges. Missouri makes the final eligibility decision from the complete record.

Separate the nationally shared operating rule from the Missouri transaction rule. On an exam or at an office, apply the exact class, endorsement, restriction, document, fee, date, medical status, vehicle, and testing condition stated in the current Missouri source.
