Missouri CDL Renewal, Transfer, Fees, and Nondomiciled Pause

Missouri requires two acceptable residence documents for new, renewal, duplicate, or address-change CDL and CLP transactions. Federal lawful-status evidence is reviewed at new and renewal applications. The Department also checks CDLIS, the National Driver Register, and prior-state history before issuing or renewing the credential.

A new resident transfers the underlying driver license and satisfies Missouri commercial testing and document rules. An out-of-state CLP cannot be transferred into a Missouri permit; applicable knowledge testing and a Missouri base license are required. HazMat transfer also requires the Missouri knowledge and current TSA process.

Effective September 29, 2025, Missouri suspended new, renewal, and duplicate nondomiciled CDL and CLP issuance until further notice. The pause also covers knowledge and skills testing for applicants who would be restricted to a nondomiciled credential. Older manual and FAQ descriptions of routine nondomiciled eligibility are not current transaction authority.

A CDL issued for three years or less has a different transaction amount from a credential issued for more than three and up to six years. H or X cannot extend beyond the TSA assessment's five-year limit. Office-processing, examination, permit, credential, and endorsement-related charges are separate and depend on the actual transaction.

Address, legal name, medical self-certification, MEC, variance, and endorsement security status must remain current. A suspended, revoked, canceled, downgraded, or disqualified privilege cannot be cured by possessing an unexpired-looking card. Verify the state record before commercial operation.

Separate the nationally shared operating rule from the Missouri transaction rule. On an exam or at an office, apply the exact class, endorsement, restriction, document, fee, date, medical status, vehicle, and testing condition stated in the current Missouri source.
