Michigan CDL Michigan Hazardous Materials H and X Endorsement Process

H authorizes placarded hazardous-material transport; X records combined H and N authority when the vehicle also meets the tank definition. The base CDL group remains separate. A driver must be at least 21 for placarded hazardous-material operation.

A first-time H applicant completes HazMat theory with an FMCSA Training Provider Registry provider before taking the Michigan knowledge test. This differs from first-time P or S training, which is completed before the related skills test. There is no federal minimum clock-hour number; the provider must certify proficiency.

Michigan cannot issue or renew H until the required TSA security threat assessment is acceptable. The applicant supplies qualifying citizenship or lawful permanent-resident proof and completes the federal enrollment and fingerprint process. TSA approval is separate from knowledge, medical, and licensing requirements.

H must be retested at renewal, and an incoming out-of-state H holder must satisfy Michigan's current HazMat test and security rules. Michigan advises beginning the TSA process roughly 45 to 60 days before renewal. Temporary credential rules differ depending on whether the current photo license is expired and whether TSA has responded.

The applicant presents an unexpired license, CDL Certification form, current lawful-status proof accepted by MDOS, and an acceptable TSA result. A suspended or denied driving privilege, federal disqualification, expired legal-presence document, medical noncompliance, or Clearinghouse prohibition can prevent issuance even after the H test is passed.
