Michigan CDL Michigan Entry-Level Driver Training and Military Even Exchange

ELDT applies to a first Group A or B CDL, a Group B-to-A upgrade, and first-time P, S, or H authority. Class and passenger training must be complete before the skills test; H theory must be complete before the HazMat knowledge test. T and N additions do not independently trigger ELDT for an existing CDL holder.

Required training must come from a provider listed on FMCSA's Training Provider Registry. Federal rules do not set a minimum clock-hour total; the provider must cover the curriculum and determine proficiency. Michigan relies on the electronically reported completion record.

Michigan's Military Waiver Even Exchange is for a service member currently licensed and employed within the past 12 months in a military position operating a vehicle equivalent to a CMV. A qualified applicant may receive Group A or B without Michigan knowledge and skills testing.

The military form reviews the preceding two-year driving record, multiple licenses, suspensions, disqualifying convictions, and safe operation. The applicant and authorized commanding official certify the facts. A waiver does not erase medical, identity, legal-presence, credential, or endorsement requirements.

Even exchange concerns the qualifying Group A or B knowledge and skills tests. HazMat security and testing, passenger and school-bus duties, medical certification, and any specialized endorsement remain separate unless the current official form expressly grants equivalent authority.
