CDL Study Guide β€’ FMCSA ELDT Theory Preparation β€’ DMV Written Knowledge Exam
Inspect tank body, valves, piping, manholes, vents, frame, securement, emergency equipment, and leaks.

This commercial driver study guide covers relevant Federal Motor Carrier Safety Administration (FMCSA) Entry-Level Driver Training (ELDT) concepts and California commercial driver knowledge topics. Review the regulations, procedures, and safety checklists below as part of your CDL and commercial learner permit (CLP) preparation.

Start with the tank structure

Inspect the shell, heads, frame, supports, mounting hardware, welds, and visible surfaces for cracks, dents, corrosion, distortion, or loose parts. Confirm the tank is appropriate for the product and that specification plates and required markings are present and legible.

Manholes, covers, and vents

Check manhole covers, gaskets, clamps, bolts, fill openings, pressure/vacuum vents, and emergency vents. They must be closed, secured, undamaged, and free of leakage. Never tighten, open, or test a pressurized closure without following product and equipment procedures.

Valves, piping, and outlets

Trace discharge valves, internal valves, piping, hoses, caps, and fittings. Look for wetness, odor, residue, cracked hoses, loose caps, damaged protection, or a valve in the wrong position. Outlet caps are secondary containment and do not excuse a leaking valve.

Leaks require immediate action

Do not transport a leaking tank. Keep people away, avoid contact and ignition sources, stay upwind when hazardous material may be involved, and notify qualified personnel or emergency services. Do not crawl under an unidentified leak to locate its source.

05

Vehicle and emergency equipment

Inspect tires, wheels, suspension, brakes, lights, reflectors, placards when required, shipping papers, fire extinguisher, emergency equipment, and cargo-specific protective gear. Verify grounding/bonding or hose equipment when the operation requires it.

06

During-trip checks

Recheck valves, caps, covers, hoses, tank mounting, temperature or pressure indicators, tires, and signs of leakage at safe intervals and after unusual handling. Product movement and vibration can reveal defects that were not visible before departure.

Scenario

At a stop, the driver finds a damp streak below a discharge valve. The driver isolates the area and obtains qualified assistance instead of wiping it away and continuing. A cap below the valve does not make active leakage acceptable.

Commercial Driver License Exam Readiness: Achieving a passing grade of 80% or higher on state DMV commercial driver knowledge exams requires mastery of federal vehicle inspection procedures, gross vehicle weight ratings (GVWR / GCWR), braking mechanics, and road safety regulations.
