Indiana CDL Indiana ELDT, Human-Trafficking Training, and Military Skills Waiver

ELDT applies to a first Class A or Class B CDL, an upgrade from Class B to Class A, and a first P, S, or H endorsement. Training must come from a provider listed on FMCSA's Training Provider Registry and must be recorded before the relevant state testing gate.

Indiana checks the Training Provider Registry before allowing the applicable skills-test scheduling for Class A, Class B, P, or S. For a first H endorsement, the required theory record must exist before the HazMat knowledge test.

Since July 1, 2023, Indiana requires a first-time CDL applicant to complete the BMV human-trafficking awareness video. This Indiana gate is separate from federal ELDT and must be completed in the application process.

A qualifying service member or recent veteran may seek the Indiana military CDL skills waiver when the application and military CMV experience satisfy the published conditions, including applying within one year after discharge when applicable and documenting recent representative operation.

The military program waives the skills test only when approved. The applicant still passes required knowledge and endorsement tests, obtains a CLP, meets medical and identity requirements, and completes final BMV issuance.
