Base credential
An applicant needs a valid Illinois base license that remains valid through the one-year CLP period, legal-presence documentation, and medical self-certification.
Fourteen days
A CLP used for an upgrade, passenger or school-bus endorsement, or air-brake restriction removal must be held at least 14 calendar days before skills testing.
Transfers
A matching out-of-state CDL valid or expired less than one year can waive matching written tests except HazMat; a currently valid matching CDL can waive skills testing unless the applicant is 75 or older.
Supervision
A CLP holder may operate only with a properly qualified CDL holder at least 21 years old who has held the CDL at least one year.
