Dry bulk, hanging meat, livestock, oversized, and projecting loads require added controls.

This commercial driver study guide covers relevant Federal Motor Carrier Safety Administration (FMCSA) Entry-Level Driver Training (ELDT) concepts and Florida commercial driver knowledge topics. Review the regulations, procedures, and safety checklists below as part of your CDL and commercial learner permit (CLP) preparation.

Unstable cargo

Dry bulk and hanging meat can have a high or shifting center of gravity. Livestock moves and leans; use appropriate partitions and slow for curves.

Oversize and overweight

Florida over-length, over-width, or overweight movement generally requires the applicable state or road-authority permit and may require restricted times, signs, lights, flags, pilot vehicles, or escorts.

03

Projecting loads

Florida law specifies flags and lighting based on projection, width, direction, and darkness. Measure the load and apply the current CVC requirements before travel.

Remember

Special cargo changes handling and may add permits, markings, routes, equipment, and securement rules.

05

Liquid, bulk, and live loads

Partially filled tanks can surge forward, backward, and sideways; dry bulk can shift; livestock moves independently; and hanging cargo can lean. These loads change stopping, steering, rollover, and traction behavior even when legally secured. Increase space, slow before curves, brake smoothly, and follow the equipment-specific loading and operating procedures.

Permit conditions are operating rules

An oversize or overweight permit can prescribe route, date and time, speed, lane use, signs, flags, lamps, pilot vehicles, escorts, and weather restrictions. Carry and read the complete permit before movement. A permit does not authorize unsafe operation, violation of unrelated limits, or deviation from its route. Recheck conditions when the trip, vehicle, or load changes.

Measure the real envelope

Confirm total height, width, length, overhang, axle weights, turning needs, and ground clearance after loading. Plan for bridges, wires, signs, tunnels, railroad crossings, narrow lanes, curves, construction, and fuel or rest stops. Posted clearance may not account for resurfacing, snow, suspension motion, or an uneven approach. Route planning must use the loaded vehicle’s actual dimensions.

Scenario: permitted load meets a closure

A permitted wide load approaches a route segment closed by unexpected construction. The driver does not improvise onto a local road or rely on a navigation app. The driver stops at a safe location and contacts the permit authority or designated coordinator for an authorized route or revised permit. Escort and marking requirements remain in force while the movement is delayed or redirected.

Commercial Driver License Exam Readiness: Achieving a passing grade of 80% or higher on state DMV commercial driver knowledge exams requires mastery of federal vehicle inspection procedures, gross vehicle weight ratings (GVWR / GCWR), braking mechanics, and road safety regulations.
