CDL Study Guide β€’ FMCSA ELDT Theory Preparation β€’ DMV Written Knowledge Exam
Match Florida CDL endorsements to the operation, recognize restrictions created by the test vehicle, and understand the separate HazMat security process.

This commercial driver study guide covers relevant Federal Motor Carrier Safety Administration (FMCSA) Entry-Level Driver Training (ELDT) concepts and Florida commercial driver knowledge topics. Review the regulations, procedures, and safety checklists below as part of your CDL and commercial learner permit (CLP) preparation.

01

Endorsements add specialized authority

The base CDL class answers the weight-and-configuration question; endorsements answer what special vehicle or cargo is involved. T covers double or triple trailers, N covers qualifying tank vehicles, P covers passenger vehicles, S covers school buses, H covers placardable hazardous materials, and X combines tank and HazMat authority. The correct endorsement can require a knowledge test, a representative-vehicle skills test, or both. A school-bus driver normally needs both P and S, not S alone.

02

CLP endorsements carry operating limits

Only P, S, and N endorsements may be placed on a CLP. A P or S permit is paired with a no-passengers restriction so supervised practice cannot become passenger service. An N permit is paired with a no-cargo-in-tank restriction; an empty tank that previously contained hazardous material must be purged of residue before the permit holder may operate it. These restrictions protect the public while the applicant is still learning.

03

The test vehicle can narrow the finished CDL

Testing in an automatic transmission can produce an E restriction prohibiting manual-transmission CMVs. Testing without full air brakes can produce L or Z brake restrictions. A Class A combination without the qualifying tractor-semitrailer/fifth-wheel configuration can produce an O restriction. Passenger applicants can receive M or N class restrictions based on the class of bus used. Choosing a convenient but unrepresentative test vehicle may therefore require another skills test later.

04

HazMat is a separate security-controlled process

A Florida HazMat applicant must meet the age requirement, pass the hazardous-materials knowledge test, complete federally required entry-level training when applicable, and receive a favorable TSA security-threat assessment. Florida CDLs carrying the H endorsement are issued on a four-year cycle according to the handbook. Start renewal early enough for the security process. Fees charged by TSA or other service providers can change independently, so the application should display current official pricing rather than hard-coding the handbook's older background-check amount.

Commercial Driver License Exam Readiness: Achieving a passing grade of 80% or higher on state DMV commercial driver knowledge exams requires mastery of federal vehicle inspection procedures, gross vehicle weight ratings (GVWR / GCWR), braking mechanics, and road safety regulations.
