Arkansas CDL Arkansas Entry-Level Driver Training and Military Skills Waiver

ELDT applies before the skills test for a first Class A or Class B CDL, a Class B-to-A upgrade, and first-time P or S endorsements. First-time H theory must be completed before the H knowledge test. Training must be reported by a provider listed on the federal Training Provider Registry.

Arkansas's official waiver form is for a currently licensed service member who is or was employed within the past 12 months in a military position requiring operation of a military vehicle equivalent to the requested CMV.

The form examines the preceding two-year record for multiple licenses, withdrawals, major offenses, serious violations, mobile-device offenses, and accident-related violations. A qualifying military job does not override a disqualifying record.

The applicant must document at least two years of representative military CMV operation immediately preceding discharge. The commanding officer records the highest equivalent class, fifth-wheel or pintle-hook configuration, brake system, and transmission, which can affect the civilian class and restrictions.

The form waives only the CDL skills test. Knowledge tests cannot be waived, and P and S endorsements cannot transfer through this waiver. Documentation, medical qualification, applicable ELDT, HazMat security, and final DFA issuance remain required.
