Alabama CDL Alabama Hazardous Materials H and X Process

H authorizes placarded hazardous-material transportation, while X combines tank and hazardous-material authority. Both remain subject to the correct CDL class, knowledge tests, security approval, age, medical status, and restrictions.

A first-time H applicant completes Hazardous Materials theory training through a provider listed on FMCSA's Training Provider Registry before taking the H knowledge test. This training record is separate from the state test and TSA determination.

ALEA requires the Transportation Security Administration background check when obtaining or transferring a hazardous-material endorsement. A state knowledge-test pass cannot produce H or X authority if the federal determination is missing or unfavorable.

The Alabama manual allows only N, P, and S endorsements on a CLP. Hazardous-material authority is therefore placed only on the issued CDL after all state and federal conditions are satisfied.

ALEA's current requirements state that a noncitizen CDL applicant must be in lawful permanent status in the United States and domiciled in Alabama. A temporary document that supports an ordinary license transaction does not automatically satisfy the CDL rule.
